Job Position: Civil Engineer
Job Location: Lekki Phase I, Lagos
Job Description
- To provide technical & civil engineering supervision of civil works projects & contractors to achieve smooth project execution & delivery of basic infrastructure projects.
- To ensure quality & timely project delivery according to contract specifications, schedule & budget.
- To monitor construction progress detailing inputs for weekly & milestone progress reports.
- Our client will review all reports to ensure that the service provider complies with timely & adequate reporting.
- The following is the overall methodology to be followed:
Engagement with govt. contractors:
- Support preparations for project implementation.
- Conduct consultation meetings with our client, MRRR & contractors’ regular meetings either through remote calls or teleconferencing.
- Review the technical documents, architectural design, structural design & other relevant documents.
Job Responsibilities
- Ensuring full compliance with contract scope of work, project schedule, design drawing details, quality specifications & civil engineer’s instructions.
- Document all activities on the site by taking clear progressive photographs of all critical activities & archiving for reporting purposes.
- Confirmation of depth, dimensions & level of excavation, treatment with anti termite chemicals & adequate compaction of base before giving approval for pouring blinding concrete.
- Confirmation of the depth & width of foundation before casting.
- Confirmation of all reinforcement bar sizes, spacing, concrete covers, steel fixation & alignment before casting.
- Confirmation of quality & strength of sandcrete blockwork supplied by contractors before granting approval for use.
- Confirmation of quality of formwork for foundation/columns/beams & to check for concrete cover provision, gaps, eccentricity & alignment.
- Inspection of quality & quantity of concrete materials (cement, fine & coarse aggregate, water, reinforcement) & method of mix present on site before granting approval to commence concrete works.
- Enforcement of the use of PPE & compliance with safety policy on site.
- Ensuring contractor’s key personnel are present on site.
- Ensuring contractors deploy & utilize required construction equipment for designated works.
- Confirmation of serviceability of equipment such as concrete mixer & poker vibrator before granting approval for casting.
- Inspection of all concrete casting works to ensure compliance with specified mix ratio & that vibration is carried out for adequate compaction.
- Ensuring contractors carry out adequate curing of concrete & comply with minimum formwork striking times.
- Inspection & approval of all samples of electrical, mechanical, furniture & plumbing fittings, appliances & fixtures prior to installation by the contractor.
- Supervising Engineer to confirm that brand, rating, specifications, durability, colour, size etc. of products supplied by vendor complies with contract BOQ specifications & Civil Engineer’s instructions.
- Resolution of critical site issues in collaboration with our clients engineering team.
- Providing estimate of work done on site to guide our clients engineering team on valuation for milestone payment.
- Ensuring contractors comply with project schedule/work plan & deliver project before contract expiry date & escalate project delay issues.
- Ensure testing & commissioning of all electrical & mechanical installations are carried out & documented prior to project acceptance & demobilization of contractors.
- Advice our client to withhold payments for any work which has been rejected or any work which is not in compliance with the contract documents.
- Organize & represent our clients interests in site meetings with contractors & other stakeholders.
- Monitor day to day progress of infrastructure project activities & promptly report any abnormality or risks to our clients Senior Civil Engineer & Civil Engineer.
- Provide weekly & milestone progress reports to our cleints Senior Civil Engineer & Civil Engineer.
- Assist our client as expert witness in dispute arising from the development or construction of the project & in bearings before various approving & regulatory agencies.
- Ensure defective works are remedied on time & high quality workmanship is employed by contractors for all activities.
- Support our clients engineering team in verifying contractor variation requests (if & when required).
- Ensuring proper close out of projects (site cleaning, payment of wages etc.) by contractors before demobilization from the site.
- Carry out other tasks assigned by our clients Senior Civil Engineer when require.
Job Requirements
- Minimum Bachelor’s Degree or Higher National Diploma (HND) in Civil Engineering, Building Technology, or Architecture.
- Registration with professional regulatory bodies such as COREN, COBON, ARCON in Nigeria & / or member of the professions societies (NSE, NIOB or NIA).
- Minimum 5 years of extensive experience in construction & managing civil works projects.
- Including 3 years of construction & rehabilitation/renovation supervision experience of public infrastructure, residential buildings, utility services, schools, etc.
- Proven ability to work with multi-disciplinary teams & liaison with authorities.
- Experience working in challenging security environments is highly desirable.
- Functionally related professional management skills.
- Ability to interpret & implement architectural, structural, M&E drawings on site.
- Ability to use survey equipment & GPS tools for measurements on site.
- Ability to plan & prioritize work activities to meet organizational goals, organize & oversee work processes efficiently to achieve quality results.
- Ability to perform overall monitoring & reporting tasks.
- Excellent communication & reporting skills to deal with the govt. & contractors.
- Fluent in spoken & written English is a requirement.
- The ability to communicate effectively in Kanuri, Hausa, or other local language spoken in the NE region is an asset.
- Experience from previous UN assignments & / or multilateral organizations & bilateral aid organizations would be an asset.
- Minimum 5 years of experience in supervision of civil works.
- Minimum of 5 years of which demonstrable experience in providing construction & or supervision services in a high risk area with emphasis on NE Nigeria.
- Minimum of 2 satisfactory performance reviews for similar service provided for the UN or NGOs.
- General organizational capability is likely to enhance implementation, including management structure, financial stability & project financing capacity, and management controls.
- Capacity to provide required PPE, measuring & testing equipment & work tools for team members.
- Experience working with a team of engineers in (construction / major renovation works in buildings/construction Monitoring & Evaluation (M&E) / engineering design) similar services.
- Ability of staff to monitor & supervise local contractors & ensure projects are delivered within scope, quality, schedule & budget.
- Ability of staff resolve & proffer solutions to site issues.
- Ability of staff to prepare detailed engineering progress report.
- Ability of staff to utilize IT, engineering tools & equipment for field measurements, testing & reporting.
Team management:
- This role has no team management responsibility.
