The Community Affairs Manager will provide enabling environment for exploration and production activities in the operational assets of the Company. He or She is responsible form managing all community-related concerns that may arise in any of the company’s assets. The Community Affairs Manager will liaise closely with the Cluster Development Boards(CBD) in line with the Global Memorandum of Understanding (GMOU) between the Company and the Host Communities.

Job Responsibilities
- Develop and manage the implementation of stakeholders and community engagement strategy/plan in line with the GMOU structure to support the exploration and production activities in all the company’s assets
- Manage the execution of Sustainable Community Development (SCD) projects and “In-House Corporate Social Responsibility (CSR) projects in compliance with the UNDP Sustainable Developmental Goals in all the Company operational areas
- Support and monitor the management of GMOU funding in the various CDBs/CT as will be executed by the company, while ensuring a high level of accountability, transparency, fairness, and value for money on approved SCD /CSR projects
- Working to develop sustainable community outreach and engagement programs to improve goodwill, while strengthening local buy-in, defuse conflicts, and assist in permitting operational activities
- Accountable for the provision of a sustained enabling environment and ensure quality interface with the CDBs, CT, NGOs
- Manage the process of “Community Development Plans (CDP)” by the various CDBs, CT and NGOs and advise the company’s management appropriately on viable projects/activities in the host communities under the GMOU structure
- Manage the process of acquiring location/activity-specific Freedom-To-Operate (FTO) approval as business assurance in providing the required harmonious and enabling work environment
- Manage identified potential conflicts, adopting case-sensitive strategies for managing project activities in conflict-prone and unstable communities
- Manage grievance handling procedure (as specified in the GMOU), for dealing with possible protracted host community impasse and return to normalcy as quickly as possible
- Manage the interface relationship and secure the support of state governments, community machinery, and security agencies to deliver on business objectives and goals in a timely manner, ensuring avoidance of “Non-Production Time” (NPT)
- Manage and ensure the functionality of the GMOU strategy as the structure to negotiate community agreements to secure a peaceful work environment in all of the Company’s operational host communities
- Plan and implement periodic meetings with the CDBs, NGOs, CT, and other key stakeholders proactively to ensure sustained harmonious relationships and prompt resolution of issues
- Plan and implement as best practice “Issues Register” while managing and proactively closing out reported issues.
- Effectively collaborate with the different department (e.g. Production, Engineering, Services, Legal, HSE etc) to ensure a smooth and coordinated relationship with project impacted communities
- Ensure high level of interpersonal relationship with key stakeholders such as, the relevant Government establishments, Royal Fathers of critical host communities, Opinion Leaders, etc.
- Responsible to open channel of internal and external communication and managing potential community impasses proactively
- Effectively advice and manage the host communities in order to sustain the required harmonious working environment for exploration and production operations in the asset areas
Job Requirements
- Bachelor’s Degree in Social Science discipline or any equivalent
- Minimum of 15 years’ experience in managing people, non-technical risk management, field experience in the oil and gas industry
- Significant experience in community relations and issues management in the Niger Delta region (experience in the oil and gas sector and or understanding the culture and tradition of the communities is an added advantage)
- Significant experience in the workings of GMoU structure, Sustainable Community Development, and UNDP Sustainable Developmental Goals are required to manage the Company GMoU strategy with the Host communities and their CDBs
- Good experience in managing NGO in community project activities is an added advantage
- Mentoring and coaching of teammates is essential and critical
Job Knowledge and Experience
- Ability to liaise and manage all of the Company’s host communities to provide a sustained harmonious and enabling environment for exploration and production activities
- Good knowledge & techniques of engaging new host communities
- Ability to coordinate work in a multi-disciplinary environment with drilling, exploration, facilities, and operations team
- Ability to understand and manage the GMOU and CDBs/CT covering the 60 identified communities that constitute the host communities
