Job Description

  1. We are seeking an Evaluation/Data Specialist who will be responsible for the overall design of data collection tools and procedures, lead training of research assistants, manage and analyze both qualitative and quantitative data collected from the field.
  2. Under the technical leadership of the MEL Support Activity, the Evaluation/Data Specialist will be working alongside three other team members on the evaluation.

Job Responsibilities
The evaluation/data specialist must demonstrate experience in organizational capacity building/assessment required. S/he must demonstrate strong experience with data collection procedures, surveys, interview guides and analysis of data. The evaluation/data specialist is expected to:

  1. Design the data collection instruments and ensure it addresses all evaluation objectives.
  2. Collect, analyze, and interpret data using both qualitative and quantitative methods.
  3. Analyze data sets using statistical methods and relational databases.
  4. Support in preparing reports of research findings.
  5. Work with the team leader and other evaluation team members in planning, developing, coordinating, and administering research tools.
  6. Perform quality assurance reviews of both quantitative and qualitative data.
  7. Support the team leader in writing or editing technical reports and summaries of findings.
  8. Work with the other team members to perform desk review and identify additional information required for analysis.
  9. Work with the other team members in preparation and presentation of the In-brief and Out-brief to USAID/Nigeria and other stakeholders as requested.
  10. Support the other team members to develop the draft Evaluation report with support from the team members, taking into consideration feedback from the Out-brief presentation.
  11. Work with the other team members to respond to USAID comments on the draft report, incorporate USAID/Nigeria staff comments into the final version of the report and finalize the report.
  12. Work collaboratively with team members throughout design, implementation, analysis, and report writing to complement each other’s areas of expertise.

Job Requirements
The candidate is expected to have the following qualifications:

  1. Advanced Degree in Statistics, Mathematics, Engineering, Data Science or related field.
  2. A minimum of eight years of experience in program evaluation design, data management and analysis, computer science or a similar role.
  3. Strong experience in designing qualitative and quantitative data collection tools.
  4. Experience with qualitative and quantitative research methods.
  5. Strong analytical skills and attention to detail.
  6. Excellent written and verbal communication skills.
  7. Ability to work independently and as part of a team.
  8. Knowledge of statistical software programs, such as SPSS or STATA.
  9. Previous experience as evaluation specialist on education sector evaluations, assessments, and research studies. USAID evaluation experience strongly preferred.
