African Export-Import Bank (Afreximbank) has announced the commencement of its African Medical Centre of Excellence (AMCE) project in Abuja, Nigeria. It will provide world-class care to both low and high-income patient groups across the continent. The AMCE in Partnership with King’s College Hospital London will be located in Abuja, which is a hub for travel in Nigeria and West Africa, enabling it to attract patients across the region.

The African Medical Centre of Excellence will be implemented in four phases over six-year period, starting with a 170-bed specialist hospital before expanding to a 500-bed facility. The center will have the potential to provide services to over 200,000 patients in Nigeria and a further 150,000 patients from neighboring West African countries within its first five years of operation.

The clinical areas the center will specialize in Cardiology, Haematology and Oncology. A range of businesses providing relevant health support will support this facility and provide commercial services to its patients and staff, thus creating a healthcare ecosystem sustainably designed to deliver long-term value to its community and region.

This is an outstanding initiative and creates a unique opportunity to be involved in the opening chapter of this exciting project that is set to make a decisive impact on non-communicable disease care across Nigeria and West Africa. Job Position: Facility Manager

Job Location: Abuja

Job Summary

  • As the Facility Manager the place holder will be responsible for the management/maintenance of building facilities, maintenance & services contracts, and fixed assets management to achieve the operational requirements of the relevant standards in the overall facilities management scopes well as provide utmost customer satisfactions.
  • The place holder oversees the upkeep and operation of structures and other infrastructure to guarantee that everything is operating safely and optimally. Among their responsibilities are overseeing building improvements and office relocations, negotiating with suppliers and contractors, and managing upkeep. They are also in charge of making sure that pertinent health and safety laws are followed.
  • The objective is to guarantee that the hospital accommodations are secure and problem-free so that workers can perform at their highest level. Job Responsibilities 

Leadership: 

  • Responsible for the overall management of all technical activities of the Facilities/Building maintenance section
  • Monitor compliance of the section in relation with international standards, local regulations and recommended practices 
  • Maintenance and management of all paved surfaces and drainage structures 
  • Prepare and define specifications for the procurement of suppliers – goods 
  • Participate in evaluation panels to evaluate Technical Proposals and Price Quotations for Maintenance works & Services 
  • Plan and designs modifications and upgrades to cater for existing capacity demands and projected future  requirements

Strategic Development:

  • Attend monthly progress and site meetings to ensure contractors’ compliance with industry best practices of facilities maintenance 
  • Monitor and manage the awarded Maintenance and Services Contracts 
  • Initiate work orders for maintenance and services and management of related works/services by contractors/ service providers 
  • Provide inputs in the preparation of Terms of Reference (TOR) for the procurement of service providers’ 
  • Prepare and implement yearly budget for the section 
  • Carry out efficient management of materials and equipment

Governance: 

  • To ensure that all Facilities operations comply with the statutory regulations that are in place
  • Ensure compliance of subordinates to departmental policies, procedures, and manuals

Other Duties:

  • Manage the compliance to planned maintenance schedules
  • Manage subordinates and ensure they comply to departmental policies, procedures, and manuals
  • Build the capacity (skills and competencies) of the team through various training and development programmes, managing performance of direct reports by setting challenging objectives, monitoring and assessing target achievement and making relevant recommendations for rewards, performance improvement or discipline

Equality and Diversity:

  • Act as lead for Equality & Diversity in the Facility department to ensure the development and effective implementation of a strategy, set of policies, procedures and monitoring and control systems are in place

Personal and Staff Development:

  • Work with HR to undertake recruitment, retention, performance management and development of staff in the team 
  • Work with the Recruitment Manager to establish connections with appropriate local, international and online communities to nurture a pipeline of talent to support the growth of the company
  • Responsible for development of high potential employees, providing a structured approach to mentoring and developing critical talent at all levels of management

Communications And Working Relationships:

  • Ability to interpret data and translate it towards the stakeholders and wider teams
  • Assist the projects department in the review of designs (i.e. drawings and technical specifications) prepared by consultants and/or contractors 
  • Carry out supervision/monitoring of installation works to ensure that works are carried out according to good workmanship and specifications
  •  Coordinate and facilitate consultation with stakeholders to define business and systems requirements for new Facility implementations
  • Establish credibility throughout the organisation and set an example as a proactive senior leader and change agent who earns respect by demonstrating a sound understanding of Facility objectives and goals
  • Collaborate with the senior members to determine short and long term needs of the Facility department

Line Management

  • Develop and maintain the department with the appropriate mix of business knowledge and technical skills required to achieve strategic objectives and ensure the core functions are reliable, stable and efficient
  • Provide strong leadership to develop, coach and ensure a high-performing team
  • Establish the department goals, objectives and operating procedures

Organisational Responsibilities

  • Work with the senior management team to horizon scan for new technology or sector-related improvements
  • Provide solutions and services to the business that retain and increase a competitive advantage within the sector

Confidentiality

  • The post holder must be aware that Confidential Information and data to which the post holder will have knowledge and access to in the course of their employment with the AMCE is to be kept confidential, and this confidentiality is a condition of employment. The duty to maintain confidentiality continues even when the post holder is no longer employed.
  • This information is not to be shared with anyone outside of the AMCE under any circumstances, except to the extent necessary to fulfil any duties and responsibilities required within the role. Furthermore, upon termination with the AMCE Abuja, the post holder will return to the AMCE all confidential information held.

  • The post holder has an important responsibility for and contribution to make to infection control and must be familiar with the infection control and hygiene requirements of this role. These requirements are set out in the AMCE Code of Practice on Infection Control and in local policies and procedures, which will be made clear during your induction and subsequent refresher training. These standards must be strictly complied with at all times.

Job Requirements

  • Minimum of first degree in Civil Engineering/Building Technology or any related course
  • Recent continuation of professional development

Desirable

  • Master’s qualification in a related field is desirable
  • Education/qualifications/certifications, experience and expertise for these roles will cut across different countries or regions
  • Working knowledge of Maintenance Tools, CMMS, AutoCAD
  • Understanding and experience with advancements, cutting edge technology in respective discipline
  • Breakdown education, and certification requirements that would provide Kings Commercial Services with an adequate understanding of the level and depth of experience required

Experience

  • Minimum of 10 years’ experience in operations and maintenance with 5 years in management role.
  • Project management in building management
