Job Position: Protection of Civilian Population Field Officer

Job Description

  • Under the direct supervision of the Deputy Protection Coordinator on Protection of Civilian Population (PCP), Protection of Civilian Population Field Officer (PCP FO) is responsible for the implementation of Protection activities, mainly related to the Protection of Civilian Population.
  • Participates in the analysis of humanitarian landscape at the national level, identifies protection problems and flags them.

Job Responsibilities

  1. Responsible for the centralization, processing and analysis of protection data. Oversees the proper entry and quality of information in the protection database and proactively analyses the information. Supports field staff on substantial issues regarding information entry and works closely with the Protection Data team.
  2. Carries out training of new recruits and briefing of other ICRC staff on specific handling procedures applicable to Protection activities.
  3. Ensures efficient information flow and communication within the department and with the other departments
  4. Identifies protection problems through various sources and contributes to the implementation of the Protection of Civilian Population strategy.
  5. Actively supports the implementation a Community Based Protection methodology and assists field teams with project conceptualization, training on the methodology and guidance through the implementation steps.
  6. Participates in networking and dialogue with relevant interlocutors, ensures interaction with other departments (Assistance, Prevention and Cooperation), Sub-delegations and offices, the NRCS and external contacts.
  7. Management and implementation of the Protection objectives by applying the set procedures (administrative, operational, and technical) under the direct supervision of the Deputy Protection Coordinator for PCP.
  8. Reports and follows up of PROT issues, individual cases.
  9. Regularly checks with field teams (PROT and Health) to track issues related to access to essential services (e.g., healthcare) and do research notes to reflect the trends.
  10. Treats information with confidentiality and accuracy, and maintains an adapted and respectful attitude towards beneficiaries, interlocutors, and colleagues.
  11. May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.

Job Requirements

  • University Degree in the field of Law or Political Science or similar field.
  • 4-5 years’ experience in Protection or close field with good understanding of relevant national and international humanitarian, human rights instruments at the national and international level, national laws and procedures, and government structure
  • Excellent written and spoken English, and Hausa
  • Good computer skills: knowledge in Excel, Word, and PowerPoint
  • Sound analytical skills (comprehensive analysis taking into account all possible aspects), ability and skills to summarize information in a clear and concise manner, good writing skills
