Project Overview and Role:

- Health Policy Plus (HP+) is a USAID-funded seven-year $222 million project awarded to Palladium in August 2015. HP+ has a mandate across global, country, and subnational levels to strengthen and advance health policy priorities in HIV, family planning and reproductive health (FP/RH), and maternal health. It aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs, and by strengthening in-country partners’ capacity to navigate complex environments for effective policy design, implementation, and financing aligned to their priorities. HP+ provides technical assistance to governments, civil society, and the private sector to effectively engage in domestic resource mobilization (DRM), put in place sustainable financing and accountability mechanisms, and make progress toward global, national, and subnational health goals.
- HP+ has been engaged by the USAID Nigeria Office to conceptualize and design activities to improve sustainable financing for HIV/AIDS. This position will support the HP+ team by conducting analyses, supporting discussions/workshops with stakeholders, and writing analytical pieces to inform policy advocacy and decisions to achieve sustainable financing for HIV/AIDS. (S)he will work closely with members of the HP+ team that are based both locally and internationally.
Primary Duties and Responsibilities:
- This position will support daily operations of HP+ activities alongside members of the team. Under the guidance of the Country Director and Senior Health Finance Associate, (S)he will play an integral role in supporting discussions/workshops with stakeholders, developing evidence-based policy and advocacy materials aimed at facilitating sustainable financing for the HIV/AIDS program in Nigeria.
Key Responsibilities:
- Provide analytical support (including desk-based research, literature reviews, and/or qualitative analyses) to support the development of policy and advocacy materials on health financing.
- Support the design, preparation, and facilitation of workshops and roundtable engagements with stakeholders as necessary (e.g., from Donor, Private and Government agencies).
- Develop and maintain positive relationships with stakeholders- Federal and state government officials, and development partners.
- Contribute sections to several reports and materials for USAID.
- Support Lagos State health Insurance Integration work.
- Organize meetings and workshops with key stakeholders and develop meeting summaries.
- Support program’s monitoring and evaluation (M&E) activities and the development of program performance report
- Conduct other tasks as assigned by the HP+ team.
Required Qualifications:
- Advanced education and experience working in Public Health, Health Financing, or related discipline.
- At least 4 years’ relevant work experience in health, health financing, and research. (Experience in HIV/AIDS preferred).
- Experience in qualitative data analysis
- Proficiency with Microsoft Office Suite (MS Excel, Word, PowerPoint, etc).
- Attention to detail and good analytical thinking skills.
- Excellent interpersonal skills and ability to connect with a wide variety of different stakeholders.
- Experience working with and meeting the needs of various stakeholders (PEPFAR, the Global Fund, Federal and State government Officials, and other development partners).
- Excellent written and verbal communication skills with the ability to prepare compelling written reports.
- Flexibility, adaptability, and resourcefulness. Ability to take initiative and respond independently to situations.
- Ability to meet tight deadlines and attention to detail.

Technical (35%)
-Knowledge of the Nigerian and Lagos Health financing landscape
-Sound understanding of TB, HIV epidemic and programs in Nigeria.

Experience and Required Education (45%)
-Advanced education and experience in Public Health, Health Financing, or related discipline

-Experience working with and meeting the needs of various stakeholders (PEPFAR, the Global Fund, Federal and State government Officials, and other development partners).
Costs (20%)
