Job Position: Senior Human Resources Officer

Job Description

  • The position of Senior HR Officer will support the Head of Human Resources in the attainment of an integrated staffing for the country program through a timely and concise engagement of field office staff in providing professional advice, work with HR Officers and HR Assistants in managing HR functions within their teams and provide real-time support in the management of the CP HR requests.

Job Responsibilities

  1. Support the Human Resources Unit in ensuring staff retention strategies reflect competitive and equitable compensation and benefits and a work environment that fosters staff engagement, empowerment through proper supervision, personal and professional growth.
  2. Support the Human Resources Unit with capturing and communicating employee lifecycle events (change in status, promotion, lateral move, termination, etc.) in a timely manner to the people and update such information on Project Insight Human Capital Module.
  3. Ensure adequate support to Heads of Offices and Field Office staff on HR policy guidance and interpretation.
  4. Work with hiring managers to source, recruit, and retain high-quality staff aligned with agency vision, mission, and values.
  5. Establish and maintain relationships with third-party vendors for staffing needs.
  6. Confer with management and supervisors to identify human resource needs, job specifications, job duties, qualifications and skills, team fit, and weighted criteria for evaluating candidates for open positions.
  7. Ensure appropriate reference and background checks are carried out for new hires and results are reported back to hiring managers.
  8. Collaborate with the Human Resource Team in the delivery of timely and consistent HR service delivery inline with the CP’s objectives and Agency strategy.
  9. Support, implement, and evaluate programs and processes for succession planning, talent mapping, and leadership development.
  10. Ensure all phases of the performance management system are implemented according to agency guidance, i.e. performance and development planning, coaching, assessment, mentoring, and career planning.  Promote a culture of high performance and accountability for outcomes.
  11. Support supervisors and senior staff to deal firmly and promptly with performance issues.
  12. Establish an effective approach to employee relations, including staff communications, employee engagement, conflict resolution, and employee recognition and feedback programs.

Job Requirements

  1. Bachelor’s Degree in Human Resources Management, Business Administration or other relevant field required.
  2. Master’s degree in HR Management, Business Administration or Organizational Development preferred.
  3. Minimum of five years’ work experience in HR, preferably with an International or local NGO, with at least three of these years overseeing the HR function and strong knowledge of HR best practices and standards.

Knowledge, Skills, and Abilities:

  1. Strong relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how they approach each relationship.
  2. Excellent strategic and analytical skills with the ability to make sound judgments and decisions.
  3. Very good planning, monitoring and organizational skills
  4. Able to maintain confidential information.
  5. Proactive, resourceful, solutions-oriented and results-oriented.
  6. Strong customer service orientation with excellent communication, interpersonal and negotiation skills

Preferred Qualifications:

  1. Additional education may substitute for some experience.
  2. Experience with and demonstrated ability to analyze and interpret employment laws, regulations, policies, principles, concepts, and practices. Thorough knowledge of the local labor law.
  3. Staff management experience.
  4. Strong experience in presenting, facilitating, and coaching on HR topics.
  5. Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, HRIS.
