Overview

The United States Agency for International Development (USAID) Health Workforce Management (HWM) activity supports establishing a cost-effective, well-trained, and motivated health workforce in targeted rural and remote areas of Bauchi, Sokoto, Kebbi, and Ebonyi states and the Federal Capital Territory (FCT). Banyan Global implements the project in collaboration with Abt Associates, the Institute for Healthcare Improvement (IHI), and Solina Health.

Job Location: Abuja (FCT)

Job Objectives
IHI is leading efforts to achieve Intermediate Result (IR) 1: Quality of health worker training is improved. This effort includes the following sub-objectives:

IR 1.1: Improved pre-service training of health care workers:

  • IR 1.1.1: Training curricula developed and enhanced
  • IR 1.1.2: Improved instructor capacity to deliver problem-solving-based curricula
  • IR 1.1.3: Full accreditation of training institutions
  • IR 1.1.4: Increased teaching staff development and retention

IR 1.2: Improved in-service training of health care workers:

  • IR 1.2.1: Improved quality of short-term in-service training
  • IR 1.2.2: Improved quality of continuing professional development schemes

To achieve these objectives, IHI is:

  1. Forming a Human Resources for Health (HRH) Training Stakeholder Advisory Group (TAG) to oversee, guide, build ownership of, and ultimately take the lead on HRH training reform and continuous improvement.
  2. Supporting the Nursing & Midwifery Council of Nigeria (NMCN) and the Community Health Practitioners Registration Board of Nigeria (CHPRBN) to update and revise their curricula based on identified needs.
  3. Facilitating the training of nursing, midwifery, and community health instructors in the revised curricula.
  4. Collaborating with the NMCN and CHPRBN to roll out professional development opportunities for health workers currently in service.
  5. Working with Pre-Service Health Training Institutions (PSHTIs) to develop or revise and implement annual operational plans for improvement.
  6. The objective of the Instructional Designer position is to support the IHI Quality HRH Training Specialist, Dr. Emmanuel Aiyenigba, in the planning, implementation, and evaluation of these and other IHI-led activities.

Job Responsibilities

  1. Understand overall project strategy; design and co-develop project workplans and activities to drive toward results; continuously identify opportunities to alter path to meet current and future objectives.
  2. Ensure the delivery of high-quality work products in a timely manner.
  3. Work with project staff to develop and/or revise project materials of the highest quality, including reports, training materials, evaluations, etc.
  4. Plan and facilitate high-level internal and external meetings (both virtual and in-person) to meet desired outcomes.
  5. Ensure progress towards overall project goals are tracked and summarized.
  6. Proactively report to and communicate with IHI Quality HRH Training Specialist.
  7. Hold yourself responsible for the vitality of the project; possess a level of comfort acting autonomously and making decisions related to the project.
  8. Establish new systems or leverage existing systems to manage complex project operations, activities, and deliverables.
  9. Act as a “steward of improvement”-use quality improvement tools to continuously improve all processes.
  10. Actively manage and maintain project records, storing documents and other project outputs on Microsoft SharePoint, ensuring they are organized and accessible to appropriate stakeholders.
  11. Build strong relationships with team members from IHI, HWM, and external partners; manage complex and difficult situations while maintaining the relationships.
  12. As needed, represent IHI in meetings with the HWM team, communicating clearly and maintaining IHI’s strong reputation for quality, efficiency, efficacy, and partnership.
  13. As needed, represent HWM in meetings with external partners, communicating clearly and maintaining HWM’s strong reputation.
  14. Support the dissemination of project achievements and learnings within HWM and IHI, and externally as appropriate.
  15. Plan, develop, and revise content related to IHI’s project activities, achievements, and learnings, including reports, presentations, videos, and other outputs.
  16. Support the dissemination of these outputs through appropriate channels within HWM and through IHI staff meetings, blog posts, and newsletters.

Deliverables:

  1. Monthly report of activities
  2. Development and/or co-development of project materials as needed, including reports, presentations, training materials, evaluations, etc.
  3. Maintenance of project documents and records on Microsoft SharePoint
  4. Development and dissemination of content related to project activities within IHI and its networks

Timing and Level of Effort:

  1. The Instructional Designer is projected to commit 8 working days (64 working hours) each month to the project, beginning 1 October 2022 and ending 30 August 2025.
  2. Work Setting: Access to HWM office in Abuja. May be required to travel to and support work in Kebbi, Sokoto, Ebonyi, Bauchi and FCT.

Reporting and Communication:

  • The Instructional Designer will report to IHI’s Quality HRH Training Specialist based in Abuja.

Job Requirements
Education & Experience:

  1. Bachelor’s Degree in Medical or other Sciences, Public Health, Public Administration, or another relevant field and 2-5 years of experience working on projects or programs utilizing skills relevant to this position.
  2. Must have experience in instructional design and training in the health sciences with at least 2 years of working experience using course- and training-development tools.

Expertise:

  1. Strong project management skills, including being detail-focused and managing toward aggressive timelines.
  2. Ability to think strategically, understand the big picture, and proactively identify next steps.
  3. Ability to optimize systems and resources to achieve results.
  4. Ability to navigate difficult situations, including seeking input, escalation, and problem-solving.
  5. Ability to work independently, using best judgment on when to make decisions for oneself and when to seek input from supervisors and other team members.
  6. Ability to manage up and adapt approaches to meet project goals.
  7. Strong knowledge of Quality Improvement principles and processes with demonstrated experience applying QI in past work.
  8. Strong knowledge of inclusion and equity principles, particularly as they apply to women, youth, and other marginalized communities.
  9. Knowledge of or experience in public health and/or health care highly desirable.
  10. Knowledge of or experience in adult education activities highly desirable.
